Distinguished Heads of Delegates and Delegates from ASEAN Member States, ASEAN Secretariat, ASEAN Dialogue Partners, ASEAN Transport Associations,Ladies and Gentlemen,

Assalamu'alaikum Warahmatullahi Wabarakatuh and good morning.

On behalf of theLand Transport Department, Ministry of Transport and Info-Communications, Brunei Darussalam, once again, it is a great pleasure to welcome you all to the 38th ASEAN Transport Facilitation Working Group Meeting here in Bandar Seri Begawan, Brunei Darussalam.

I believe we can advance further towards achievingthe matters we have set out in the Agenda of the Meeting for the upcoming 2 days. It is our mission to come up with fruitful deliverables to be reported to our Leadersduring the upcoming 48th ASEAN Senior Transport Officials Meetingand the 25th ASEAN Transport Ministerial Meeting to be held from 11 – 15 November 2019 in Ha Noi, Vietnam.

Distinguished TFWG Leaders and fellow delegates,

In this meeting, we look forward again to positive updates from ASEAN Member States on the progress of ratification and implementation of the ASEAN transport facilitation framework agreements namely the ASEAN Framework Agreement on Facilitation of Goods in Transit (AFAFGIT), the ASEAN Framework Agreement on The Facilitation of Inter-State Transport (AFAFIST), the ASEAN Framework Agreement on Multimodal Transport (AFAMT) and the ASEAN Framework Agreement on Cross‐ Border Transport of Passengers by Road Vehicles (CBTP).

I once again invite colleagues to put more effort to expedite the ratification and implementation of these Agreements in order to meet the timeline specified under Kuala Lumpur Transport Strategic Plan (KLTSP) 2016-2025.We also look forward to hearingfurther progress on the implementation of the various transportation initiatives and projects in ASEAN.

This meeting, we will be hearing reports and proposals from ourDialogue Partners and transport associations. I strongly encourage for TFWG to continue to give your support and cooperation to our Partners and transport associations, leveraging on their expertise and knowledge for our mutual benefits.

As an Opening Remarks,

Assalamu'alaikum Warahmatullahi Wabarakatuh and a very good morning to all.

 

On behalf of theLand Transport Department, Ministry of Transport and Info-Communications, Brunei Darussalam, it is a great pleasure to welcome you all again at the 37thASEAN Transport Facilitation Working Group Meetinghere in Bandar Seri Begawan, Brunei Darussalam. This Meeting brings us back to further discuss where we have left off from our previous Meeting at the Centre Point Hotel, Gadong not far from here – just a block away from this Hotel.

I believe we can advance further towards achievingthe matters we have set out in the Agenda of the Meeting for the upcoming 3 days. It is our mission to eventually realize our initiatives and come up with fruitful deliverables to be reported to our Leadersduring the upcoming 47th ASEAN Senior Transport Officials Meeting 18 – 20 June 2019 in Da Nang, Vietnam.

On behalf of theLand Transport Department, Ministry of Communications, Brunei Darussalam, it is my pleasure to once again welcome you toBandar Seri Begawan forthe 36thASEAN Transport Facilitation Working Group Meeting. I believe that through your strong support and commitment, this Meeting could achieve what we set out to achieve in our agenda, push further our initiatives and come up with positive deliverables to be reported to our Leaders at the 46th ASEAN Senior Transport Officials Meeting and the 24thASEAN Transport Ministers Meeting to be held early next month.

In this meeting, we look forward again to positive updates from ASEAN Member States on the progress of ratification and implementation of the ASEAN transport facilitation framework agreements namely the ASEAN Framework Agreement on Facilitation of Goods in Transit (AFAFGIT), the ASEAN Framework Agreement on The Facilitation of Inter-State Transport (AFAFIST), the ASEAN Framework Agreement on Multimodal Transport (AFAMT) and the ASEAN Framework Agreement on Cross‐ Border Transport of Passengers by Road Vehicles (CBTP) .I once again urged ASEAN Member States to put more commitment to expedite the ratification and implementation of these Agreements in order to meet the timeline specified under Kuala Lumpur Transport Strategic Plan (KLTSP) 2016-2025.

We also look forward to hearing the progress on the implementation of the pilot testing of the ASEAN Customs Transit System (ACTS).As reported at the 45th ASEAN Senior Transport Officials Meeting, we need to closely cooperate with our customs officials to enhance better preparation for the timely implementation of the live run of ACTS Pilot Roll-Out in Malaysia-Singapore-Thailand and CLMVT countries.

This meeting we will be hearing reports and proposals from ourDialogue Partners and transport associations. I strongly encourage for TFWG to continue to give your support and cooperation to our Partners and transport associations, leveraging on their expertise and knowledge for our mutual benefits.

I would like to take this opportunity to offer our condolences to Republic of Indonesia and the families affected by the recent earthquake and tsunami that struck Central Sulawesi province of Indonesia. In this regard, I would like to ask our Muslim colleagues to join me to recite surah Al-Fatihah dedicated to the victims and pray for Allah the Almighty will always protect the Republic of Indonesia and hope that the affected families would be strong and patient in facing the tragedy.

Distinguished Heads of Delegations and delegates from ASEAN Member States, ASEAN Secretariat, ASEAN Dialogue Partners, ASEAN Transport Associations,Ladies and gentlemen,

Assalamu'alaikum Warahmatullahi Wabarakatuh and a very good morning to all.

I am delighted to be here with you today forthe 10th ASEAN Transit Transport Coordinating Board Meeting which is held back to back with the 36thASEAN Transport Facilitation Working Group Meeting from the 8-10 October 2018.I heard that the discussion was fruitful and we hope that we will have the same momentum and togetherness towards achieving furtherpositive outcomesat this 10th TTCB Meeting.

Distinguished TTCB Leaders and fellow delegates,

I would like to mention the notable progress made under the ASEAN transport facilitation cooperation since TTCB last met at the 9th TTCB Meeting in Viet Nam last year. Firstly, we have achieved another important milestone with the signing of the first ever ASEAN facilitation agreement on passenger transport namely the ASEAN Framework Agreement on Cross‐ Border Transport of Passengers by Road Vehicles (CBTP) at the 23rdASEAN Transport Ministers (ATM) Meeting held on 13 October 2017 in Singapore, which would facilitate seamless cross-border mobility of passengers between and among ASEAN Member States, enhance People-to-People Connectivity as well as promote tourism and investment in the region. Noting that the target date for operationalisation of the ASEAN CBTP is by 2019as set under the Kuala Lumpur Transport Strategic Plan (KLTSP) 2016-2025, it is now important for us to take serious actions to ratify this Agreement and also to work on its implementation guidelines for smooth operation of cross-border road transport of passengers in ASEAN.

 

Secondly, except for Protocol 6 on Railways Border and Interchange Stations under the ASEAN Framework Agreement on Facilitation of Goods in Transit (AFAFGIT), all of the other Protocols on transport under the AFAFGIT has been fully ratified by Member State. To continue this progress, let us put more commitment and efforts onexpeditingthe ratification of Protocol 6 and to closely cooperate with our customs officials towards the ratification of Protocol 2 and 7 of the AFAFGIT as well asfor the timely implementation of the ASEAN Customs Transit System (ACTS) Pilot Roll-Out in the North-South corridor and East-West Corridor.Once completed and running, the ACTS willfacilitate the seamless movement of goods to enhance ASEAN's trade and production networks as well as establishing a more unified market for its firms and consumers for all AMS.

 

Let us also put in more commitment and effort towards the full ratification and implementation of the other ASEAN Transport Facilitation Agreements namely theASEAN Framework Agreement on The Facilitation of Inter-State Transport (AFAFIST) andthe ASEAN Framework Agreement on Multimodal Transport (AFAMT) in order to realise the vision of the ASEAN Economic Community (AEC) 2025 which calls for a deeply integrated region that will contribute towards a highly cohesive ASEAN economy.

 

On behalf of TTCB, I would like express myheartfelt thanks to our Dialogue Partners from the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) of Japan, the ASEAN Regional Integration Support by the EU (ARISE) PlusProgramme and the transport associations for their continuous effort and support in the implementation of these ASEAN transport facilitation agreements and as well as the other measures identified under the KLTSP 2016-2025.
